The FHLBank will reserve the right to price funds from incoming wires received after 2:00 p.m. EST, at the prevailing rate at that particular time. In order to ensure same day credit for incoming wires, the wire transfer must be received by 3:00 p.m. EST . New Neighbors Hurricane Assistance Program The New Neighbors program was created by the FHLBank to provide housing assistance to households displaced by the 2005 hurricanes.
