Can I give it a negative star? , June 23, 2005 Reviewer: PBNTOAU "pbntoau" (Illinois)- See all my reviews I've been managing rental property for about 15 years, starting with 2 buildings and 10 units at the beginning and now with 25 units in 5 buildings, containing a mix from studios and 1-bedrooms up to 4-bedroom apartments. I recently decided to update from a very old version of Quicken, and since they had this program specifically for rental properties, I thought I'd found a perfect match. I couldn't have been more wrong. You would think that a company that has made accounting software for this long would understand the most basic needs, like a running total alongside each transaction (which even my 7-year old edition of Quicken had). Nope. There is only a single running total. Make a mistake, and it is virtually impossible to backtrack and find. How about a field for your check number, the singular way to identify your checks/transactions? It doesn't have one. One of the 8 or so automatic fields they do give you is unit number. Problem is, it's a simple numeric assignment based on the number of units you input when you create each building's account, and it can't be altered. Apartments lettered instead of numbered, numbered in partial sequence, alpha-numeric, by floors, cardinal direction, etc? Tough luck. These are just a few of the problems or basic design flaws I've come across. It took several painstaking hours to transfer the entries from my old software and books into this new software, and now I'm stuck until I either find the time to transfer the data to something I trust, or I continue to use this program until the end of the year. It's half baked, and that's putting it lightly. I wouldn't recommend it for even the most entry-level rental property owners or managers. I can't imagine a big firm using it. Regular quicken costs half as much (though even that's getting horrible reviews on Amazon). The previous reviewer said it's no better than a simple excel spread sheet. It does not integrate with Quicken, Quickbooks, or Excel. It does allow you to export to TurboTax, but that's the extent of integration. QRPM is designed to replace paper-based systems, such as ledgers, envelopes, scratch paper, and checklists. This is not a full-fledged accounting software, so if you are looking for robust bookkeeping features (online banking downloads, bill payments, cost basis accounting), you are better off spending a few hours to customize Quicken or Quickbooks. Otherwise, for what QRPM does, it does well. In Version 2 you can add up to 100 properties and up to 100 units per property. You can name your units anything you want (such as "24A," or "Garage"). QRPM is designed to track rents and basic expenses. You can quickly see which tenants have paid, who hasn't paid, who has paid late, and which leases are expiring. QRPM is great at tracking this basic information. For anything more advanced, you'll want to develop customized categories (in Quicken) or accounts (in Quickbooks) along with customized reports to get a quick overview of your rental properties. Using the regular Quicken Basic, with a Banking account and a Property/Asset account, works better and gives you a way to compare operating expenses, income, mortgage/loan information, and property value. Since its scope is limited, having shorter lists of categories and tax schedules and lines to worry about than in the regular Quicken software, but the limited scope and higher cost for a focused subset of Quicken Basic? There are diverse offers on the market which can meet different requirements and have considerably better value for money than in other European destinations. Most of the people looking for property in Bulgaria usually want to find holiday home but the number of investors who buy property in order to profit in the long term is also increasing. If you start to consider buying a property in Bulgaria you have to take into consideration the following points: 1. First of all, you have to identify a property which corresponds to your requirements. 2. If you want to buy land as well, take into consideration that you’ll have to register a company as the law still doesn’t allow the purchase of land by foreigners. 3. If you do not want to acquire the land, then you directly move to the next step, i.e. negotiate the price of the property. 4. Then you can sign a preliminary contract and the property will be removed from the market. 5. The next step is to carefully check the title deed documents, licences and permissions, debts on the title and terms of contract. 6. From there you proceed to signing of the contract of purchase and confirming in front of a notary public the buying of the property. 7. If you have completed all the previous steps, it means that you are already an owner of property in Bulgaria. 8. Do not forget to insure you property after the purchase. 9. Remember to register your new property with the local authorities within 60 days following completion of the deal. What can be found on the market? The prices for a villa close to the sea are about £30,000 and for the ones in rural areas they can be even around £5,000. In many cases though, you will have to make some refirbishments in order to have the usual standards of living. In all cases, it is advisable to personally visit the property and not to buy it after judging only the photos. You can also consider the purchase of a new development under construction, which is now wide spread practice, especially in the capital, in ski resorts and on the coast. Properties may be purchased 'off plan' either directly from the developer or via brokers. Law on foreigners owning property in Bulgaria According to the Bulgarian Constitution, foreign individuals can buy buildings but not land. Therefore, the most common method for foreigners buying property in Bulgaria where they also wish to own the land is to set up a company which then owns the land and the buildings. The law is expected to change on this within the short to medium term with the expected entry of Bulgaria into the European Union (2007). This historic restriction is one of the reasons why property in Bulgaria is so competitively priced compared to Western and Central Europe. Current amendments to the constitution will allow citizens of countries with which Bulgaria has agreements on land sales to buy land in 2007 when the amendments would come into effect, while EU citizens will have the right to buy land in 2014. In the meantime a company is still required for land ownership. If your purchase includes land a Limited Liability Company (OOD) will need to be formed. Who can form a Limited Liability Company & how? A foreign or Bulgarian person (judicial or physical). The company owners will be liable for the company's obligations to the value of his/hers share in the company's registered capital. Articles of Incorporation are prepared & signed by all shareholders. A company bank account is opened to collect all share capital. The minimum share capital required is 5,000 leva. Shareholders at time of registration must have paid up at least one third of their respective shares. It is required that at least 70% (3,500 leva) of the capital is raised at time of registration. The company exists from the moment it is added to the Commercial Register of the district court of where the company will be based. The entry is made upon issue of a district court decision for the incorporation. The following documents must be available at the time of the submission of the application to the district court: 1. Articles of incorporation; 2. Memorandum for appointment of Directors; 3. Proof that each shareholder has paid at least one third of its interest, but not less than 10 leva; 4. Proof that at least 70 per cent of the registered capital has been paid. The Bulgarian State Gazette is the official paper within which all Bulgarian legislation is published. Publication of the company entry in the Commercial Register does not complete your company formation, it announces to the general public the act of formation. The process of forming your company can take anywhere between a few days to a few weeks. Finally, your new company will need to register immediately with the National Tax Register Authority. The costs involved are: 3,500 leva = 70% share capital. Administrative costs (payable to the state & registration court) are 250 leva (just over £70). This is the minimum capital that you need to raise for registration. Once the entire share capital has been paid up these funds can be accessed and withdrawn. Allow betwen EUR 500 - 700 for charges relating to the formation and registration of your company. Real Estate Tax According to the Bulgarian tax legislation the buyer has to pay notary and municipal fees. The notary fees are paid on the higher of the market price or the book value of the property at varying rates, with the maximum being BGN 3,500. In addition, 2% of the market value of the property is paid to the municipality where the property is situated upon completion of the purchase. Local taxes and rates The owner of a building or land in Bulgaria has to pay a property tax. The tax is equal to 0.15% of the book value of the property. There are no local taxes for arable land. The owners also have to pay waste-collection fees which are determined when the ownership is registered with the municipality, which should be done within 60 days of completion. Value Added Tax Transactions with land and lease of property for residential purposes are exempt from VAT (Value Added Tax), all other real estate transactions are subject to VAT of 20% if the seller is VAT registered. The buyer is entitled to a VAT refund, provided that it is registered for VAT purposes. Property Listing Property Listing Department Home Departments SERVICES PROVIDED To fulfill its mission, the Property Listing Department keeps ownership records current for all Marinette County property by processing recorded documents which effect title to property and updating the data base on those records. In conjunction with this procedure, property maps are drafted by geographic location and kept current with regard to property boundaries. This information is used by the assessor as a tool in assessing property under his jurisdiction, and also by interested parties that have title to or an interest in the land. Secondly, the Property Listing Department verifies and enters into the data base the information which is needed to produce the real estate and personal property assessment rolls, tax rolls, and tax bills. The office also orders and distributes all state-mandated assessment and taxation forms. Background Prior to 1946, all of Marinette County's assessment rolls, tax rolls, and tax bills were handwritten and manually calculated by the taxation district assessors, clerks, and treasurers. In 1945 the first Addressograph machine was purchased, and in 1946 the assessment rolls, tax rolls, and tax bills were produced on that equipment. However, all numeric entries, as well as all mathematical calculations, remained the responsibility of the local taxation district officials. In 1981, Marinette County purchased its first computer. In 1982, computer programs were written to contain land information data, and in 1983 the Property Listing Department began to enter parcel data into the data base. By year end 1983, 13 of our 25 districts had computer generated rolls and bills. By 1984, the parcel information for all 25 districts had been entered, and that year, for the first time in Marinette County history, 40,995 tax bills were produced using computer technology, thereby eliminating manual mathematical calculations and numeric entries. Since that time, those computer programs have been enhanced to include additional data. The goal of the department is to have parcel information available via the internet by 2005. The web site also allows visitors to search for temporary housing and provides other useful resources and links designed to help victims recover from the storm. To provide a listing of an available property, please read the instructions under "List a Rental Property" . To begin searching listings, click on the DHRonline logo below. The goal of HurricaneHousing.net is to gather rental housing information and coordinate with our partners "Disaster Housing Resources" — DHRonline.org. DHR is a unique program that provides, in an easily accessible web site, immediately available rental properties — housing resources that can provide disaster victims with safety and peace of mind while their home is repaired or a new home is constructed. HurricaneHousing.net was initiated by Lafayette-area realtors led by Bill Bacqué of VanEaton & Romero, Inc. in Lafayette and Patrick Caffery of Caffery Real Estate in New Iberia. The group turned to the Louisiana REALTORS® and also received help from Lafayette-based technology companies, CBM Technology headed by Chad Theriot, F6Media and Technology experts from the Federal Emergency Management Agency (FEMA) , the U.S. Department of Homeland Security , Disaster Housing Resources and the National Association of REALTORS® . “It’s our hope that this site can be another resource to those in such great need right now,” said Louisiana REALTORS® CEO Malcolm Young.
