Welcome to the Home Loan Bank of New York ----commented out ------- MEMBER LOGON From the President December 29, 2005 2005: A YEAR OF ACCOMPLISHMENT We have completed a year in which the Federal Home Loan Bank of New York achieved a number of distinct and transforming accomplishments. Completed SEC Registration One of the most significant and transforming of the accomplishments occurred in late August. After three years of preparation and hard work, the registration of the Banks stock under the Securities Exchange Act of 1934 was declared effective by the SEC. The Home Loan Bank became one of only two banks in the Home Loan Bank System to satisfy the registration requirements of the SEC within the time frame set by our regulator, the Federal Housing Finance Board. The Home Loan Banks filings with the SEC are available on the SECs EDGAR system, accessed at http://www.sec.gov/edgar.shtml . If you have not done so, I encourage you to review these reports containing detailed financial and other information about the Bank. Completed Capital Exchange With the completion of the SEC registration process, the Home Loan Bank then proceeded with the implementation of the new Capital Plan. Prior to the opening of business on December 1, outstanding shares of capital stock owned by the Home Loan Bank of New Yorks community member stockholders were automatically exchanged for shares of the Banks new Class B stock. The new Capital Plan was mandated by the Gramm-Leach-Bliley Act, and more closely ties member capital requirements with advance usage. Improved Financial Results In addition and more importantly, the Home Loan Bank continued to achieve solid financial results in 2005. The Bank manages to a risk/reward profile that generates sustainable and predictable earnings. For example, we continued with a low-risk, tightly controlled, conservative approach to investing in Mortgage-Backed Securities. At the same time, we also remained a member-focused, advances-oriented Home Loan Bank: approximately 75% of the assets of the Bank are in the form of advances to our members. Only a few other Home Loans rival this high percentage. Further, advance demand has remained solid. In November 2005, advances averaged $60.9 billion, down slightly (about $600 million) from October 2005. We ended the month with $61.4 billion in advances on our books. Product innovation has continued in the area of advances. In June, the Bank introduced the Fed Funds Floating Rate Advance, a new adjustable alternative for members. The "Fed Funds Floater" Advance is designed to help fund a portion of members' cash positions. The products rate is tied to the Fed Funds rate and resets daily. The Home Loan Bank also furthered its record of providing a fair return on our members capital investment. In fact, profits improved over 2004 and the Home Loan Bank is now providing among the highest capital investment returns in the Bank System. At the same time, the level of pre-dividend retained earnings increased more than 22% from the 2004 year-end balance to approximately $273 million at the end of November. As we total up the results for the full year, I want to express my personal appreciation to each stockholder for the business you brought to the Bank in 2005. A few ads contain coupons, for those that like to cut those little things out (unfortunately they are hardly ever for anything I want !). The paper is also a lot thinner than the higher priced home/garden publications, and the photographs do not reproduce that well on it. On the bright side, there are many nice dcor ideas, and simply terrific recipes. Taking the October 2003 edition as an example, Fall colors and produce are the theme. It has some ideas on how to display gourds, and an article on a community pumpkin patch, from the June planting by 140 neighbors and friends in a 6000 square ft. area, to harvest time. There are numerous articles on remodeling, "Foolproof Potted Plants", on the joys of having hardy succulents in your home, and a lovely piece with lots of photographs on actor Peter Strauss' gorgeous Ojai, California garden. The best article of all, is "The Magic of Soup", and some of these recipes are so good they might end up in your family for generations. They are simple to prepare, with easy to find ingredients, and will make a healthy, hearty meal for those frosty days ahead. Also included with the recipes is the preparation and cooking time, and nutritional statistics. As someone who writes a lot of notes and cards, I appreciate the final page which is about letter writing, and how this vanishing form of communicating is good for the soul. All things considered, this magazine gives good value, and is meant for those of us who do not live in a mansion or have hours to devote to a single recipe. Was this review helpful to you? With a focus on friends and family, gardening, interior design, building, family matters, flood, good health and shopping, you can't go wrong! I like the "Yours for the Asking" section where you can send away a postcard for more information instead of contacting each company. For mom's, the "kids project" section will be amusing and your kids will love the ideas. The cartoons are also cute and I had to laugh at the one that said: "Of course I love you. Didn't you get my fax?" Something about the pictures in this magazine always remind me of a bright sunny day. The open kitchens and lush gardens are just a treat to see. The recipe section really has a personality all of its own. The "Petite Caramel Apple" recipe they had in the September 2001 issue was so adorable! I look forward to every issue! Having lived in Washington, I do enjoy seeing some of the plants that I am missing here in Colorado, but it would be nice to see a more varied selction of gardens becasue we all can't live in the Pacific Northwest. I have a subscription to Sunset so I guess that will have to suffice, but I do wish BH&G would take that into consideration. Otherwise, I LOVE this magazine. I used to get several magazines, but this was always my favorite. It is chock full of ideas that we can really use. And I love the photography. What sets BH&G apart is that you can see a hint of life in these beautiful houses. Slippers on the floor, newspaper on the table and often the owners of the home are in the pictures too. They are sometimes blurred from movement which is actually nicer than a posed shot. It helps set the feeling that this home is lived in and is attainable. I would say get this magazine right away. The Benefits: Land Title's Construction Loan Disbursing Department is staffed by professionals with a total of over 51 years experience. Land Title keeps an accurate accounting of funds disbursed from the loan. Land Title employs its own professional inspectors to provide the highest quality inspections at no additional cost to you. Land Title collects Mechanic's Lien waivers throughout the project from each subcontractor, freeing up your time for other priorities. Land Title charges one flat fee for residential properties, which includes the inspection report, the Mechanic's Lien Endorsement, disbursement processing, and all delivery fees. A single fee means you can accurately budget for all your upcoming projects. Borrowers are included in the disbursement agreement, so no one is left out of the loop. Land Title maintains your escrow instructions. Land Title disburses on commercial projects and single family residences. Loans disbursed generally range from $200,000 to $50,000,000. However, we can disburse on loans of any amount. The Process: The construction Loan Disbursement process begins when the general contractor submits a Draw Request to Land Title. Land Title can provide a form upon request. However, your form, a computerized form, or an AIA form are all generally acceptable. The Draw Request includes the names and addresses of payees and the amounts to be paid. All invoices to be paid should be attached. The contractor presents the Draw Request to the owner and obtains the owner's approval and signature. Land Title conducts the Inspections and prepares a Construction Progress Report affirming that the work and materials are in place and estimates the overall percentage of completion. Land Title conducts a title search for Mechanic's Liens. Land Title forwards to the lender the Draw Request, together with the title search for Mechanic's Liens. While the draw is pending lender approval, Land Title cuts all checks, obtains W-9 tax identification numbers, prepares the check register, and is ready to disburse as soon as the lender's funds are deposited into Land Title's account. Items of construction interest, overhead and profit, and soft costs can be paid if they are in accord with the lender's policy. The lender and the borrower must both approve these payments in writing. When the lender approves the draw and funds are received, Land Title mails the already-prepared checks directly to the contractors, subcontractors, suppliers, and vendors as directed. Land Title's disbursement checks have a lien waiver imprinted on the face of the check. The lien waiver states the amount, the ownership, and the address, and the check stub gives the description of invoices or work being paid. The lien waiver must be signed separately and apart from the check endorsement. If the payee fails to sign the lien waiver, the check will not clear the bank. After Land Title has prepared and disbursed checks directly to all subcontractors and suppliers, Land Title will furnish a check register--listing all checks by check numbers, person(s) paid, and the amounts paid--to the contractor after each draw, and to the borrower and lender upon request. Land Title can furnish a check register from day one to any point in the construction. Land Title can also furnish a register for all payments to any individual payee at any time during or at the end of construction.
