Property Listing Property Listing Department Home Departments SERVICES PROVIDED To fulfill its mission, the Property Listing Department keeps ownership records current for all Marinette County property by processing recorded documents which effect title to property and updating the data base on those records. In conjunction with this procedure, property maps are drafted by geographic location and kept current with regard to property boundaries. This information is used by the assessor as a tool in assessing property under his jurisdiction, and also by interested parties that have title to or an interest in the land. Secondly, the Property Listing Department verifies and enters into the data base the information which is needed to produce the real estate and personal property assessment rolls, tax rolls, and tax bills. The office also orders and distributes all state-mandated assessment and taxation forms. Background Prior to 1946, all of Marinette County's assessment rolls, tax rolls, and tax bills were handwritten and manually calculated by the taxation district assessors, clerks, and treasurers. In 1945 the first Addressograph machine was purchased, and in 1946 the assessment rolls, tax rolls, and tax bills were produced on that equipment. However, all numeric entries, as well as all mathematical calculations, remained the responsibility of the local taxation district officials. In 1981, Marinette County purchased its first computer. In 1982, computer programs were written to contain land information data, and in 1983 the Property Listing Department began to enter parcel data into the data base. By year end 1983, 13 of our 25 districts had computer generated rolls and bills. By 1984, the parcel information for all 25 districts had been entered, and that year, for the first time in Marinette County history, 40,995 tax bills were produced using computer technology, thereby eliminating manual mathematical calculations and numeric entries. Since that time, those computer programs have been enhanced to include additional data. The goal of the department is to have parcel information available via the internet by 2005. Homes in hot zip codes Ultimate home guide 2005 SALEM, Ore. (CNN/Money) - Whether home prices will rise or fall in the coming year is anyone's guess. The housing market continues to stump experts on both sides of the bubble debate. Even so, economists at Fiserv Case Shiller Weiss think they have a pretty good idea what's in the cards for most metros in 2005. Their prediction: Los Angeles will fizzle. Miami will sizzle. There's some reason to believe them. Fiserv CSW has been forecasting annual home-price growth at the metro level for more than a decade, with a not-too-shabby record: the group's median forecast error is less than 2 percent. To track housing performance, the researchers look at repeat sales data for a sample of houses in each zip code, a method they consider more accurate than simply looking at changes in an area's median home price. They also consider past price changes, employment trends and interest-rate trends to devise a forecast for the coming year. Finally, they make adjustments to individual areas to account for other factors that could influence an area's housing market. What's up in L.A.? Over the past five years home prices in the Los Angeles area appreciated 125 percent, with prices in a handful of zip codes up nearly 200 percent. But Fiserv CSW is predicting that prices in the greater Los Angeles area will increase by only 5.8 percent in 2005, with slightly better appreciation in some L.A. markets and price declines in others. "There is anecdotal evidence that the market there is weakening," said David Stiff, a senior economist with Case Shiller Weiss. "It hasn't worked its way into our model yet." For that reason, the firm declined to give a forecast for individual zip codes in Los Angeles. "We are very uncertain about what will happen to home prices in Los Angeles this year," Stiff added. Miami's market, however, may still have room to grow. Home prices in the Miami-Fort Lauderdale metro have doubled over the last five years, and Fiserv CSW is forecasting that they will appreciate another 16.4 percent this year. "Unlike L.A., Miami has a higher ceiling [for price appreciation] because affordability is less of an issue," said Stiff. What's the forecast for your hood? Data on five-year price change are through the fourth quarter of 2004, while the forecasted change is for the first quarter of 2005 through the first quarter of 2006. Pre-foreclosure Properties You can approach the owner or borrower up until the time when the property actually is sold through foreclosure proceedings. If the owner or borrower isnt living in the property, use one or more of these methods to hunt them down: * Don't be shy! KNOCK ON THE DOOR! - Simply be polite and see if you can gather information directly from the homeowner or renter. If you can get in the door you stand a much better chance of making an offer or finding out where the owner is. You are offering folks a way out of foreclosure -and possibly a more lenient approach than the bank might take to when they must vacate- if you buy the home. * By Mail Send a letter to the owner/borrower at the property address or leave a letter for the owner/borrower at the property address (if you put it inside a mailbox, the USPS requires that you put a first-class stamp on it). In the letter, explain that you understand the property is going into foreclosure, and that you have some options so the owner/borrower can avoid credit problems, or possibly even retain ownership. * Use Public Records If the owner/borrower doesnt live in the property, check with the county courthouse. Theyll have the owner/borrowers name on record. * Ask Neighbors If the property is vacant, talk with neighbors to see if anyone knows how to reach the owner/borrower. Be sure to tell them youve got information to help the owner/borrower. * Open the Telephone Book If you still cant locate the owner/borrower, try calling people who have the same last name. You might happen upon a relative. Foreclosure Properties Youll find foreclosed properties at a public sales. The day, date, time and place is published in the newspaper. The usual location for foreclosure sales is at the county courthouse, and sometimes, theyre conducted on the courthouse steps. REOs After the foreclosure proceedings, the lender may end up with the property if no one bids more than the lenders bid, which is equal to the loan balance. At this point, the property is referred to as an REO or real estate owned (by the lender) property. REOs are great investment opportunities.
