Guide to French real estate and sales in france For property buyers >Buying guide Buying property in France Property prices vary across France, with property near Paris and on the south coast costing much more than property in less well-connected areas of the country. You can buy a four-bedroom property in the Loire for up to £200,000, or a two-bedroom apartment in Cannes for about the same price. It all depends on your preference for areas, how remote you want to be, and whether you need to commute to work. Click here to locate a French Property Generally, buying a property abroad is a good way of reducing the cost of living, but buying a property in France is not necessarily an investment as it has been in the UK: property prices are much more stable compared to the English property market, with prices really only rising in line with inflation and not adding much value to the property in real terms. There are also the taxes and costs associated with buying property in France to consider when planning your investment. Looking for property abroad is therefore more often associated with investing in your future life - somewhere to spend your holidays or somewhere to retire when the time comes. When you buy property in France bear in mind that the costs are different to those in the UK. There are more taxes for a start, including income, wealth, property, capital gains, and residential taxes. This can add up to quite a hefty sum. Even though the government has pledged to reduce income tax by a third in the coming years, tax in France is still quite high. Late payment of taxes incurs a charge of around 10%, so make sure you pay your dues on time! If you rent out your property in France, whether this is to a friend for a few weeks' holiday or 52 weeks of commercial rent, you will have to declare and pay income tax on the rental income (revenu foncier) even if you live abroad. Property tax covers your contributions to local services like rubbish removal and street lighting and varies greatly depending on the region: oddly enough, the Paris area has some of the lowest rates in the country. You pay wealth tax if your annual income exceeds €720,000. Residential tax applies to properties with a rental value over €4,600 on 1 st January. Even if you rent or sell the property from 2nd January onwards, you have to pay the full year, not the new tenant or owner. Capital gains tax (CGT) is rather more complicated: suffice to say that the sale of second residences incurs CGT and the EU tax authorities are working together to track anyone who tries to dodge paying it! Having said all this France is a great place to live - the quality of life is better, the roads are a joy to drive on and the weather is better than the UK! Recreation is the primary motive fueling the rural Texas land market." This statement by Judon Fambrough, Senior Lecturer in Real Estate Law of the Real Estate Center at Texas A&M University (REC), shouldn't be a surprise to observers of the Texas land market. In fact, there isn't anything close to recreation, particularly hunting and fishing, as a motive for buyers of Texas land. The following chart from Charles E. Gilliland, Research Economist of the REC, shows the buyer motives rated as "very important" in the REC fall 2002 survey of Texas real estate appraisers, brokers, lenders and government officials. The survey question recorded the groups' opinion of all factors that were "very important" in land purchase decisions; most buyers incorporate several factors in their decision, and thus the categories add to more than 100%. Figure 1 shows that those surveyed believe 80% of buyers rate hunting and fishing quality as very important in their land purchase decision, up from 67% in the fall 2001 survey. Gilliland says that according to their surveys, recreation has been the dominant motive of Texas land buyers since spring 1995. These observations may have relevance to south central Oklahoma land values, where many Metroplex buyers are seeking less expensive retreats than the going prices in Texas. These trends should be taken into consideration when making land management decisions. Game animals are a product of native vegetation. They are not generally abundant in landscapes dominated by introduced vegetation, whether it is forage or crops. Knowledgeable land buyers understand this. The REC produces a report which divides Texas into 33 Land Market Areas (LMA). The most recent data available is their Fall 2001 report. Their report on LMA 22, containing Montague, Cooke, Grayson and Fannin counties of the NF Agricultural Division's Texas service area, includes Table 1. Statewide values are listed for comparison. Gilliland points out that "
rangeland generally attracts the recreational buyers prevalent in today's market." Step 1: Pricing Your Home When you decide to sell your home, a Comparative Market Analysis (CMA) is necessary to identify an appropriate suggested asking price. This process entails a licensed broker from Rooney Real Estate visiting your home to tour your property, then comparing it to recent comparable sales and on-the-market properties in the area. We do extensive research to ensure that your home is correctly priced, to maximize the return on your investment in the shortest amount of time possible. Step 2: Listing Process When you feel you’ve reached a satisfactory asking price for your home based on a discussion of the information presented to you in the CMA, the next step involves signing a listing contract with Rooney Real Estate. The listing contract outlines all of the terms and conditions surrounding the listing of your home with Rooney, including the length of the listing period, the commission rate, the services to be provided by Rooney Real Estate, and a marketing strategy. When all of the terms and conditions are agreed upon by you and Rooney Real Estate, the listing contract is then signed by both parties and becomes a legally binding document until the date of expiration. Step 3: Marketing Process When you list your home with Rooney Real Estate we employ a number of different techniques to ensure that your home receives maximum exposure. Those techniques include: A customized web page on our new state-of-the-art web site Immediate listing on MLS (Multiple Listing Service) and LINK (Listing Information Network) A customized informational brochure for your property Alerts to more than 600 home seekers in our client database Weekly advertising in the Boston Globe, Boston Homes, Boston Herald, and SouthBostonOnline Television advertising (spring 2004) Private showings with clients and cooperating agents Weekly open houses Open houses for cooperating agents For Sale signage on your property Step 4: Sales Process • Offer to Purchase At Rooney, we require that all formal offers be done in writing accompanied by a $1,000 deposit check, which is placed in an interest bearing escrow account. The offer is considered "under agreement" when the buyer and seller reach an agreed upon sale price, and both parties have signed the offer to purchase. • Home Inspection and Smoke Inspection Most Offer-to-Purchase agreements are contingent upon the results of a home inspection, to be performed by a licensed Massachusetts residential home inspector. Under Massachusetts law, all properties must pass a smoke detector inspection test, to be performed by the Boston Fire Department prior to closing. • Buyer Financing and Bank Appraisal All prospective buyers must show written proof of "pre-approval" or "pre-qualification" from a certified home lending institution prior to arranging a home inspection. The allocation of funds must occur at least ten days prior to a closing date. All mortgage lenders and banks require that an appraisal of value be done on the subject property prior to the allocation of funds. • Purchase and Sale Agreement (P&S) The Purchase and Sale agreement is a binding legal document that spells out the exact conditions for the purchase and sale of a property. These conditions include a purchase price, a schedule of payments, the broker’s fee, exclusions, and a closing date, among other important details. Typically a 5% deposit towards the purchase price is also collected by Rooney Real Estate at this point and put into an interest bearing escrow account. Step 5: Closing • Transfer of Funds The lending institution is represented at closing by a conveyance attorney, whose job it is to confirm a clear title and to convey funds to those persons and/or creditors who are owed money. • Recording of Deed The property transfer is complete when the signed property deed is recorded at the Suffolk County Registry of Deeds. This usually occurs within 24 hours of the closing.
