The latest report on third-quarter home prices, released Tuesday by the National Association of Realtors, showed continued strength. But increasingly there are signs that prices have plateaued. Of 147 markets tracked , 69 had gains from a year ago of more than 10 percent -- only six metro areas experienced declines. But from the second quarter to the third quarter, the national median home price rose to $215,900, up just 3.8 percent. That contrasts with a 10.4 percent jump in the prior quarter. And more and more leading indicators are pointing to a slowdown. In Boston, real-estate investor Matthew Martinez reports recently having spoken to five condo converters. "They all said the party was over," Martinez said. In Florida, Elena Filipa, vice president of the Corcoron Group in West Palm, said "We've leveled off. I would say prices will go up this year, but not as fast as they have." None of this surprises the many economists who have been waiting for a downturn. Richard DeKaser, chief economist for mortgage banker National City, has been reluctant to call the top, but thinks it has finally passed. "We're coming down the other side of the mountain," said DeKaser. The signs include: Builder pessimism The builders DeKaser surveys are less optimistic than they were even a few months ago. Separately, one leading builder, Pennsylvania-based Toll Brothers, announced last week that expected demand for 2006 would be down, resulting in moderating price increases and fewer sales. New-home sales declining DeKaser also notes that the number of new homes sold have fallen sharply since peaking in July at an annual rate of 1.3 million units. DeKaser calls new-home sales (rather than existing-home sales) the canary in the coal mine. "Developers tend to be more sensitive to market conditions," he said. They have cash flow issues, payrolls, and loans that put more pressure on them to sell. Ordinary home sellers are often more selective than developers, even taking properties off the market if they don't get the price they want. Developers have to drop prices to move inventory. Inventories rising Supplies of new homes are way up, to nearly 500,000 units, from 350,000 a few months ago. "That's an all-time high for new homes," says DeKaser. The higher the inventory, the more likely prices will fall. Sell times are up Houses are sitting on the market longer. New homes now take about 4.1 months to sell and existing homes 4.7; both figures are up substantially. What to expect In a recent survey, NAR members say they predict home prices to rise only 5 percent in the next 12 months. Nearly half of the realtors predict prices will rise less than five percent and 6.4 percent actually expect prices to fall. "You can't expect double-digit price increases to go on forever," said Walter Molony, spokesman for NAR. "We're seeing a market in transition in which there'll be an easing of price increases in the future." While DeKaser expects a slowdown, he predicts an "orderly transition" for the most part, with some exceptions. "There will be busts in some markets," he said. "Mostly, we'll come out of it unscathed." For the most part, DeKaser doesn't envision losses on that scale. He thinks home prices will decline 1.7 percent during the fourth quarter of 2005 and stay almost flat all the way through 2007. But history shows that some over-valued markets could fare much worse. Molony points out that the most severe drops in real-estate prices are usually triggered by an underlying economic crisis. After oil prices went into a six-year decline in the late 1970s, housing prices in oil cities experienced steep drops. In Oklahoma City, prices plummeted 26 percent in real dollars from 1983 to 1988. With inflation, the "real" loss was more than 40 percent. Houses in many oil patch cities are worth less in real dollars than they cost more than 20 years ago. How to protect yourself It may already be too late to cash out at the top, which some residents of hot markets have already done. About 500,000 California residents moved out of state since 2001, according to economy.com, many to take advantage of lower housing prices elsewhere. But houses are not really investments in the same way stocks or bonds are. As an investment, timing the market is touchy -- miscalculate and it can cost you. If, for example, you cashed out a year ago in Los Angeles, expecting to buy back in at a lower price, you'd have to spend nearly 23 percent more for a similar house this year. Add closing and moving costs and commissions and it could cost 30 percent more to get back into the market. Cashing out just doesn't make sense except for retirees or others in a position to relocate or downsize. People looking to buy right now should shop carefully. Look at a number of homes, try not to fall in love, and be realistic about prices. Don't be afraid to bid low. The days of multiple bids may be over for a while. With interest rates rising, try to get into a fixed-rate loan. Adjustable rate loans could adjust to a much higher level when they come due, making monthly bills much costlier. ARMs rates are so close to fixed at this point, it costs little extra to forego the risk of higher rates in the future. ________________________________________________________ Latest prices for 147 markets. Consider rental property if you're prepared for extensive research, a fair amount of financial commitment and, depending on how you set things up, a significant role in maintaining the property. Steps: 1. Assess your financial requirements and goals. Do you need a steady stream of income from your rental or do you plan on selling it for a profit in a couple of years? If it's the latter, look for lower priced property that you can fix up as you rent it out. 2. Consider being a resident landlord by purchasing a multiunit property and living in one apartment. In many cases, the income from the other unit(s) will cover your mortgage payment, allowing you to effectively live for free. Being on-site has other advantages, including ensuring that the property is well-maintained. 3. Decide if you want to do maintenance yourself. If you have the skills, equipment and temperament to deal with upset tenants and a backed up toilet at 2 a.m., fine. If you plan on hiring a property manager, add about 5 percent of gross income into your calculations. 4. Choose the kind of property you want. Single-family houses are generally less expensive than apartment complexes because of pure size, but generate less income. Apartments, on the other hand, can require more upkeep. 5. Get preapproved for a mortgage (see How to Shop for a Mortgage ). Financing investment property is different from residential property in that it requires a much larger down payment. 6. Start shopping: Check out classified ads in the newspaper and online. Find a real estate agent who specializes in commercial or income-generating properties. 7. Choose property where people want to live, close to shops, parks and decent schools, and in a well-kept neighborhood. There's nothing worse than owning a rental property without any renters. In addition, check out any restrictions on renting with the home owners association, which, if there is one, can have a say in any rental agreements. 8. Consider what improvements, if any, you may be willing to make. Buying a fixer-upper will be less expensive than a property in pristine condition, but you can go broke bringing a property up to rentable condition. You may also want to order an appraisal to get a fair market value. 10. Search past records for vacancy rates over the last five to ten years as well as at present. If the building is occupied, find out how long the tenants have lived at the property. Long-term residents are valuable, but may also have been signed on at a lower rental rate. 11. Plan on spending time and money advertising for and interviewing potential renters. Have a contingency plan in place if a unit remains vacant for a few months. 12. Determine what a competitive rental rate is for your property by asking rental agents what they would expect to charge, by reviewing area apartment listings, and by personally visiting units available in the neighborhood. 13. Run the numbers. Make certain that whatever income you derive covers your costs of owning the property, plus a profit. 14. Work with an attorney to draw up and review any necessary papers relevant to the purchase. 15. Negotiate the terms of the sale. Some sellers may be willing to pick up a share of closing costs and other expenses. The eventual price will also be affected by prevailing market conditions--keep these in mind when negotiating. Overall Tips: Check to see whether the value of other area properties have increased or decreased in the past five years. Try to buy in an area that's on the way up. Pay attention to when improvements were made to a property, which aids in the estimate of the building's value. Recent renovations are worth more than upgrades done a decade or more ago. Be on the lookout for any hazards common to older properties, such as asbestos, lead-based paint and electrical systems that are not up to code. Budget in reconciling these problems. Some cities offer low interest financing to property owners needing to make renovations. Look into such programs if you know you'll need to have the property painted, windows replaced or similar exterior repairs made. Discuss any tax benefits with a tax specialist. There may be local tax incentives for renovating your property as well as advantageous approaches to declaring your expenses. Most fast-action gaming fans will immediately dive into the basic premise of this game: shoot and destroy the zombies that have invaded the creepy haunt known as the Curien Mansion. For what it's worth, however, House of the Dead 2 does contain a pretty intriguing plot that moves beyond the simplistic point-and-shoot genre. In addition to the fast-moving action, there are several subplots that shed light on the darker secrets lurking within this eerie, zombie-infested environment. Gameplay can be set to accommodate several skill levels, including easy, medium, and hard game settings. Even if you manage to master this game, there are several alternative plot and game paths that will keep you coming back for more. Your shooting patterns and on-screen actions will determine the plot path and gaming areas that you can explore. Skilled shooters and well-trained zombie slayers will be rewarded with secret game areas and unusual plot twists. By saving the lives of innocent bystanders, you will usually be able to take a shorter path to the end of the game level. In addition, you'll often gain health bonuses that enable you to play longer. If you complete the game without allowing any hostages to die, you'll even unlock a secret bonus room. A few years ago, Sega disappointed some hardcore fans with its less-than-perfect home translation of the original House of the Dead game. With House of the Dead 2 , Sega has fully redeemed itself. The Dreamcast is the only home game system with the processing power to do the arcade game justice--and it shows. We just about drooled over the graphics, which have to be seen to be believed. The home version even expands beyond the arcade gameplay with exclusive new levels, including a training mode that helps you practice your shooting skills before you enter the game. There are also several never-before-seen secret game areas that were developed exclusively for the Dreamcast. The only disappointment here is Sega's decision not to include the light gun accessory with this title. You can play with a basic Dreamcast controller, but the game was designed with the light gun in mind. Without a light blaster, it's just not as fun. It's a good thing that third-party companies, such as InterAct, are already offering light guns that are compatible with the Dreamcast. Griffiths "Adrian" (London)- See all my reviews There still aren't that many Dreamcast games out than can be called "must-haves", but "House Of The Dead 2" is definitely one of them. But do you need the gun to play it? YES! Otherwise, it will be nowhere near as much fun and almost impossible to beat it, as the monsters are often zipping all over the screen at great speed. The game is extrememly hard anyway, even set on the "very easy" level (!), and the first few times you play it you will be killed long before the final battle, but the game would be over far too quickly if it were easy. The feel good factor from final victory, however, is always worth waiting for. Every aspect of the graphics is fantastic, the zombies are incredibly detailed, especially in close up, and the backgrounds are beautifully realised. Replay value comes from the many different paths you can take through the zombie-infested town. These paths depend on the speed and accuracy of your shooting, and you will enjoy replaying the game to try and hit those tricky targets, and save the innocent civilians, some of which are extremely difficult to rescue. Also added is "Original Mode" in which you build up a store of power-ups and life-ups, and even some bizarre different weapons and character-modifiers that appear in secret spots in the course of the game. You really need a VMU for this mode, although you can enjoy the arcade game without one (there are no save points during gameplay). Add to this the training exercises, and you have an arcade experience that is not only transported identically into your living room, but also enhanced with many extras! The game is identical to the arcade smash with the inclusion of exclusive Dreamcast levels, and the graphics and detailed zombies will leave your mouth watering. The voice acting is pretty bad though, making the voice acting from the first Resident Evil look like Shakespearian acting, but that is overlooked by the shoot 'em up action. It is a must own shooter for all people who own a Dreamcast. I am dissapointed that Sega has stopped its bussiness in the gamming industry. Anyways, this shooter packs non-stop zombie blastin' action. But get this first, if you buy this game, get a lightgun. The dude with the lightgun is the king, the one without is zombie chow.
